On September 20, the 2026 Symposium for Universities Based in Jinan was convened. Liu Qiang, Secretary of the CPC Jinan Municipal Committee, attended the meeting and delivered a speech, while Yu Haitian, Deputy Secretary of the CPC Jinan Municipal Committee and Mayor of Jinan, presided over the event. Other leaders present included Han Jinfeng, Director of the Standing Committee of the Jinan Municipal People’s Congress; Sun Kailian, Chairman of the Jinan Municipal Committee of the Chinese People’s Political Consultative Conference; Chen Bichang, Secretary of the Party Leadership Group and Director of the Shandong Provincial Department of Education; and Zhang Zhigang, Member of the Party Leadership Group and Deputy Director of the Shandong Provincial Department of Education.
At the symposium, participants were briefed on Jinan’s economic and social development as well as the implementation of proposals put forward at the 2025 Symposium for Universities Based in Jinan. Representatives from eight universities based in Jinan including Shandong University delivered remarks for exchange. Wang Junsong, Secretary of the University Party Committee of Shandong University of Science and Technology (SDUST), took part in the symposium and spoke.
Liu Qiang expressed gratitude to the Shandong Provincial Department of Education and universities based in Jinan for their support for Jinan’s economic and social progress. He noted that the proposals submitted would greatly facilitate high-quality integrated development between universities and local governments. Jinan will carefully review and sort out these suggestions, adopt a solution-oriented mindset, and actively push forward their implementation. During the 15th Five‑Year Plan period, we must thoroughly study and implement General Secretary Xi Jinping’s important exposition on advancing the integrated development of education, science and technology, and talent development. Focusing on national needs and future trends, we will further improve pathways and mechanisms for empowering high-quality development through university-local government integration. Deeper cooperation will be advanced in serving national strategies, promoting collaborative innovation, attracting and cultivating talents, boosting industrial development, and safeguarding security and stability. We will maintain effective working mechanisms, consolidate hard-won cooperation outcomes, and continuously open up new prospects for integrated development and win-win collaboration between universities and the city.
Zhang Zhigang stated that Jinan has hosted the Symposium for Universities Based in Jinan for four consecutive years, which fully demonstrates its high regard for higher education and its earnest expectations for science, education and talent resources. He hoped universities based in Jinan would pursue integrated development of cities and universities to build a community of shared destiny from a higher standpoint; leverage innovation to foster new quality productive forces with more solid measures; follow talent-driven development to build new talent highlands via optimized mechanisms; and shape urban soft power through cultural nurturing and profound heritage. Joint efforts will create a new chapter featuring mutual nourishment, mutual achievement and shared prosperity for cities and universities.
In his remarks, Wang Junsong introduced SDUST’s achievements in university-local government integration. He said the university has always adhered to the vision of “taking root in Jinan, relying on Jinan and serving Jinan” for city-university integration. Implementing the Action Plan of Shandong University of Science and Technology for Serving Jinan’s High‑Quality Development (2025–2030), SDUST has continuously deepened pragmatic cooperation with Jinan in talent cultivation, scientific and technological breakthroughs and open education. Going forward, the university will further strengthen sci-tech empowerment and two-way integration, align its resources closely with the requirements of building a strong provincial capital, and keep contributing SDUST’s wisdom and strength to developing Jinan into a modern socialist provincial capital featuring strength, innovation, high quality, prosperity, beauty and advanced development in the new era.
Person-in-charges from 36 provincial universities based in Jinan, relevant officials from districts and counties (functional zones), municipal government departments and municipal enterprises attended the meeting. Liang Saijiang, Party Secretary of Jinan Campus of SDUST, also participated.
